Mr. Welch has been
closely involved with ESCO projects since 1990. He has generally served
in the role of reviewing ESCO proposals, submissions, M&V
plans, and M&V results. This gives him a wealth of knowledge
about the technical and financial sides of ESCO projects. He
understands the customer’s need for cost-effective, verifiable savings
and also the ESCOs need for reasonable review and a reasonable profit
margin. It is best for all when both parties achieve their objectives.

At times, we have assisted ESCOs directly improve their proposals and their project work by contributing to and proofing their engineering analyses and write-ups. Previous experience in acting as a reviewer is particularly helpful in this work. At other times Mr. Welch has worked as an independent third party to review project plans and contracts, review M&V results, and help chart a path forward that is acceptable to all. With a lengthy track record of finding solutions that are mutually accepted, his technical understanding and mediation skills can provide great benefits by resolving difficult impasses. As for technical skills, Mr. Welch has expertise in cash flow accounting, life cycle costing, tax impacts, building modeling, M&V (both protocols and real world practices), and of course energy technology and management.
